More commonly known as the reversing gear, this collection of tight-tolerance parts is necessary to convert steam into power to rotate the driving wheels. Since the piston only goes back and forward, the valve gear (with the crosshead) changes the back-and-forth motion into circular cycles. Each cylinder has its own set of valve gear.
