Steps are useful but create hazardous situations as well, especially for untrained users, and during rain and snow storms when they become slick. For that reason, steps are among the most stringently-regulated of all locomotive parts. Steps have also been knocked off locomotives which side-swiped other equipment—and derailments have been attributed to steps which didn't break off in the same situations.
