Since the 1870s, railroad rules and U.S. laws require locomotives to operate with headlights ON at all times when the train or engine is in motion. A locomotive engineer could be fined for 1) not having his headlight on when in motion; and 2) not dimming or extinguishing his headlight when passing another train at night.
