The first steam locomotive brake, developed by Robert Stephenson, was applied to locomotives built from 1833 onward. At first, there was some reluctance to use them. In several localities, authorities passed requirements that trains must stop for horse teams at crossings. Since a reasonable manuverable horse and wagon weighed about a short ton, and a locomotive weighed nearly five tons, the rules were quickly changed, but not before convincing everyone that brakes were a good idea.
